Upon request of the political party “Levica”, the Commission on Protection and Prevention Against Discrimination has issued an expert opinion, according to Article 21 from the Law on Protection and Protection Against Discrimination, about the proposal to introduce the category of ethnicity in personal identification cards, consisted in the draft law on amendments to the Law on Personal Identification Cards. The key points of the expert opinion issued by the CPPD with relation to this issue are the following:
▶️ International practice shows that such policies lead to additional isolation, segregation and discrimination of the most vulnerable groups in society.
▶️ Discrimination based on ethnicity could potentially increase due to the introduction of the category of ethnicity in personal identification cards.
▶️ Discrimination will mostly increase against persons or groups where ethnicity is simultaneously and inextricably linked to some other discriminatory basis.
▶️ Introducing the category of ethnicity in personal identification cards will potentially enable the practice of racial and ethnic profiling.
